[f-nsp] Foundry BigIron BIMG8-MR BGP null route problem

*Hi All.
I have Foundry BigIron BIMG8-MR.
part of BGP config on it:*

/ip route 196.211.152.0/22 null0 distance 16

router bgp
  local-as 5956
  timers  keep-alive 20  hold-time 60
  neighbor 87.245.237.24 remote-as 9082
  neighbor 87.245.237.24 next-hop-self

  address-family ipv4 unicast
  network 196.211.152.0/22
  redistribute static
  neighbor 87.245.237.24 route-map out ROUTE-OUT
  exit-address-family

access-list 50 permit 196.211.152.0 0.0.3.255
access-list 50 deny any

route-map  ROUTE-OUT permit  30
