[f-nsp] Rolling Stack Upgrade

Hi Frank,
          I agree with you. It seems Brocade doesn't have a similar
feature. I think even in Cisco RSU has been recently introduced. However,
it is a vital feature for stacks. Perhaps stacks are only intended to offer
increased port density not full redundancy.
