[f-nsp] Management card does not respond to telnet and SNMP

I haven't seen this problem before on my MLXe chassis.  If you have a
second management module, run "switchover" and then re-seat the
malfunctioning module.  Otherwise, the "reset" command or re-seating
the malfunctioning module should work without rebooting the chassis.
