[f-nsp] Management card does not respond to telnet and SNMP

We've had this happen on 2 RX's and an MG8.

On one of the RXs it allows only 2 telnet sessions at a time.  Even though
it's set for 5.  A reboot fixes this but it comes back later.  I don't
know how to fix it without a reboot.
