[f-nsp] NI-XMR-10GX4 linecard doesn't boot.

Try putting the card into interactive mode and then loading the 5.6 FPGAs on it. Then power cycle the card and try booting again.
I’ve seen cards occasionally do this if their FPGA code is too far out of version sync with the boot/mon/NetIron version running.
