[f-nsp] Different QoS policies based on BGP communities

Hi folks,

What's the best way to assign different 'speeds' (QoS policies) based on 
where the dst is?

i.e: full 10g to local ixps, but transit capacity is limited to say 100m 
per IP.

It sounds like I'm trying to do something like QPBB (in Cisco terms) 
based on BGP communities, but not exactly sure what feature I should be 
using for this. Does Brocade have something that can attain similar 
features?

The platform of choice we're looking at is probably XMRs with cards that 
can fit 1M prefixes.
