Greg,

I would beg, borrow, or steal an oscilloscope and trace the audio from the mic
input all the way through the circuitry involved in the modulation.  This should
isolate where the audio signal is lost.  From there it is making sure all of the
components, including the tube are functioning, i.e. all voltages on the tubes
are correct, audio signals appear where they are supposed to be.  Since audio
signals are passed through capacitors, I would look very carefully at all
capacitors used to block dc and pass the audio.  Also, a biasing resistor may be
open or too low in resistance and passing too much audio to ground.
