HELP

Hi to all,
Have a Heathkit IM-102 Digital Multimeter in restoration for myself.
Have fixed several problems but need some info.
Heathkit PN 442-23 IC TOA8709
Heathkit PN 412-63 Neon lamp A261. Looks like a long NE-2
Checked all cross references to no avail.
Perhaps someone with a master parts index  can come up with a modern
replacement. Many thanks.
