low power on SB 104a

sounds like a problem in tank circuit.
check driver tank circuit.

It may be normal to lose a little at 10 meters,.

I have a DX 60 and it drops off at 10 meters.

Also try a dirrerent output tube.

I have a collins 30L1 with 811A tubes.
With some brands of tubes it dropes a lot a 10 meters.

Also if there is a choke at plate of tube with a resistor in 
side it. maybe around 5 turns .
check it ,it may be resonant.
try jumping it out to test.
If so change the number of turns.

also check plake choak to B+

also see if you are loasing drive to output tube(s).
I doen't know the SB 104A.
