My former company built 2 of these from kit form.  They have very poor
sensitivity and simply will not work at all without a very good antenna.  I
would recommend you try to establish which freq at WWV comes in strongest
at some time in 24 hours and then tune an antenna for that freq.  It
"locked on" often enough to be usable.  The concept was great but the
physical design was poor at least on the front end.
