The '401 assembly manual shows the LMO is mounted with the chassis
turned inverted and the LMO lugs are pushed up through the holes
from the top side (which is facing the bench), and flat washers,
lockwashers, and nuts are then put on the lugs that are sticking
down through the chassis (whose bottom side is facing UP at this
time). The assembler may have misinterpreted that the chassis was
to be inverted and thought the washers were to be put on the TOP
side of the chassis, OR he may have thought the LMO shaft needed
to be raised to prevent binding when the front panel was mounted to
the chassis. However, that is totally unnecessary, because an awful
lot of fore/aft, up/down, and right/left adjustability is engineered
into the positioning of the LMO to prevent binding of the shaft and
the dial against the front panel during assembly.
