Ron -

You didn't mention if grid current was within specs.  It occurs to me
that the problem could be in the input tuned circuit.  BTW, I remember
seeing a mod somewhere to replace a fixed capacitor in the input
network(s) to allow tuning them for a better impedance match.  This
improves the SWR the exciter sees and possibly reduces drive
requirements; may even reduce IMD products.
