Greg, Just let it warm up for an hour and it should be fine. To me, these "characteristics" are all part of the Heathkit/Boatanchor experience.....If its not stable after 30 minutes or so, then you may indeed have a real problem. One possible cause could be that the B+ voltage is not regulated in these units and any voltage shift will cause some freq. shift. You could fix with a Zener or VR tube I guess.
