There is an excellent tech note on this in the RCA Transmitting Tubes Manual.
As I remember, the 30 minute warm up is needed when the tubes are first
installed or if the equipment has been moved about - this makes sure all the
mercury within the tube has been vaporized. Afterward this initial warm-up, the
vapor will re-condense on the glass and can be re-vaporized with only a minute
or so warm-up.
3B28's don't require the same pre-heating cycle.
