HW-101 puzzlement

Hi guys;

I am stumped. I am working on a HW-101 that won't load. On all bands the
loading cap is fully closed for max power of 50-70 Watts. I tried adding
390 pf across the output, which raised the power about 10 watts, but the
loading cap still peaks the power when fully closed. I inspected  all the
components in the PA cage and the wiring. All seems ok. The coil has been
worked on, but has the correct number of turns. I tried a different dummy
load and cable with the same results. All of the fixed caps are switched
out of the circuit on 10 meters but the condition still existed. It had
been modified for IRT but a counter shows the VFO is running at the
correct frequency.  The tuning cap peaks at the designated place on the
front panel which indicates to me the input to the pi network is ok. I
tried bypassing the ant relay with no improvement. Listening on another
receiver shows the frequency is correct.

Any suggestions would be appreciated. Thanks.
