I think that's the characteristics of the meter..........  My old AT-1  did 
the same thing.  I have a new in box Shurite that does the same.   They were 
not well damped and somebody may correct me but I think they were  called 
"iron-vane" meters.................
 
Abt the only thing I can suggest is that you replace it with a newer  meter.  
I had a DX-35 and a DX-40 at one time and seems they had a  different meter.  
Too long ago and the brain cells don't work like they  used to.
