Need help with HP-23A

most likely ... and most common reason ... is that the filter caps are 
bad....
after that, check the voltage regulator ....    Could also be, but less 
common,
is one of the rectifier diodes is bad...

10 to 1 though it is a bad filter....   most likely shorted.   or it may 
show good under
test, but shorts when voltage is applied
