I do not believe the problem is with the memory battery..

I suspect a switching transistor used to key up the tx..

or it maybe as simple as a problem with the ptt switch.

the reason why the ht cycles on low battery is when the tx is called  
on, the battery is drained to the point the tx drops out. but the  
battery has a few seconds to recover and whoa! the tx goes back on.

I think a quick study of the schematic will show you a switching  
transistor (perhaps a steering diode) that is shorted.

Also, how do I reset it after rfeplacing the cell?
