HW-12A Help Needed

I'm in the process of restoring an HW-12A and need some help.  I managed
to obtain the resistance/voltage charts for the rig and have gone
through the transmitter section.  So far, I have replaced two bad
resistors and the 12BY7 driver tube.  I followed the transmitter
alignment procedure but could obtain only a very small output reading on
the rig's meter.  In the manual, it says that coils L2 and L3 were
factory adjusted and shoulld not be tweaked.  Figuring that someone,
somewhere couldn't have resisted fiddling with those, I started
adjusting L2, the grid drive coil, with the function switch in the TUNE
position and, low and behold, the meter started showing output.  I
stopped here not really sure what the meter was measuring as I adjusted
L2.  Does anyone know what the meter is measuring here?  If it's grid
current, what meter reading should I be looking for?  All the alignment
instructions say is to tune for "maximum meter reading" for all of the
other adjustments.  Any and all help is appreciated.
