[j-nsp] Backplanes & PS Failures

We have also seen many AC Power supply failures on M20's with Backplane
REV 07 710-001517.

Revs 02 and 03 of 740-007311 seem to be stable, the others were very
intermittent.  They would fail on power up but if you reseated them and
unplugged them multiple times they would eventually come up fine.
