What are the practical limits to the number of policers that can be
created using prefix-action?

Somewhere I saw that there is a limitation of 64K for a given
prefix-action.  But how many such sets can exist on, say, an M10?

Doesn't seem like there would be any performance impact on making
large numbers of policers using prefix-action.  True?
