[j-nsp] RTP Header Compression

Can t1- ports on the 4-port channelized DS3 IQ PIC support what in
Cisco-speak is called "frame-relay ip rtp header-compression"?  I looked
up RTP header compression on the Juniper website and it had a lot of
references on how to do it on MLPPP or MLFR using the AS PIC, but
nothing about individual T1s.
