[j-nsp] Host 0 boot from Alternate media on M10 Alarm

  The same happened to me when going from 8.2R1.7 to 8.5R1.13 and also
from 8.5R1.13 to 8.5R1.14 (not coincidentally on the same chassis).  I
have a ticket open with JTAC.
