[j-nsp] Vpls-ldp signaling

Jake is right in that BGP is still required (LDP will
not replaced BGP - sorry I missed that). You should be
able to use LDP or RSVP for the VPN signaling. BGP
will still be required for exchanging the vpn route
information.
