[j-nsp] not defining no-cspf

Hi all,
  Can anyone explain me the following  please :
   
  1) what are consequences of if i donot define no-cspf command while i configure a explicit LSP configuration with ERO consttraints ?
  2) what is the purpose of ospf traffic engineering ?
