[j-nsp] frame-relay J6350 to Cisco 2611

I am not sure but I believe yes
As long as Juniper does only normalized software.

As I remember Cisco has a proprietary encapsulation if you type on the 
cisco side "encapsulation frame-relay" without the IETF keyword.

You will also be able to modify the cisco side to remove this keyword if 
it doesn't work.
