Yes, it's valid for logical sub-interface also.

You can apply the shaping rate on logical interface, and offer the
traffic load greater than the shaping rate to create congestion.

Of course, the bandwidth percentage defined in a scheduler will be
calculated based on the bandwidth defined in the shaping rate.
