Bruno, that's the expected behavior, being VPLS a point-to-multipoint
LAN-emulation service, you don't establish pseudowires (PW) from each of
your local sites (as you would do with VPWS apps). This unique PW will be
shared with the other local-sites configured in your VE, that's why in our
implementation you see only one site (the one with the lowest ID) being
declared UP, and the others in 'LM' state.
