[j-nsp] Cisco SX SFP on Juniper EX2200

I believe this has to do with a 100/1000 issue. The SFP-Ts usually are autosensing GE/FE, but the EX won't do that. We found one that does the conversion within the SFP. Thus, the EX always thinks it's GE.
