[j-nsp] NG-MVPN flow prob

I can't find documentation to back up my memory, but I vaguely remember that J-series wasn't officially supported when RSVP TE P2MP PMSI support was added to 8.5. I would begin by trying a more recent JUNOS release on the J6350.
