In terms of practical "what now" ideas, have you tried to source a
"Juniper compatible" SFP+ i.e. someone has blown the string into the
EEPROM? Or maybe investigate FlexOptix' flexBox?
However, I personally would send them back, and disqualify Juniper from
future procurements for a period, and ensure they understand why this
happened. For what it's worth, our most recent procurements contain the
following mandatory requirement text (amongst others):

I urge you all to include similar text; unless they are made to, vendors
will continue to abuse their market power to charge inflated prices for
fungible items.
I would be very happy to see the EU competition commission intervene here...
