[j-nsp] DPCE-R-4XGE FIFO errors

As a follow-up to my own question; I suppose I should ask if it would be 
expected for the MX240 with the original SBC and DPCE-R should be able 
to do "wire rate" on a port at 68 byte packets at layer3?
