[j-nsp] Segment Routing ( SPRING )

SPRING uses IGP to piggyback label information ( things like SRGB,
Prefix-SID) which could be IS-IS or OSPF.

And in certain cases(like MSDC) BGP could be used as well ( BGP Prefix-SID
