Aaron,
Sounds strange this behavior, since i have both ACX5048 and QFX5100 work with them very well.
Now, try to attenuate the fibers between those switches, 40Km works with high power in the TX for low distances. Inside the lab, the multimode QSFP is my recommendation.
Probably, the other end are receiving too much power.

I put this into my ACX5048 in the lab today. actually 2 of them.
QSFP+-40G-ER4 (aka QSFPP-40GBASE-ER4) SMF 40 km 1310 nm optic
Optic is seen in cli, but I see no led's on chassis and when I plug them into each other, interfaces stay up/down.
Is there something I need to do to make this 40 gig optic work in the
ACX5048 (JUNOS 15.1X54-D61.6) ?
