[j-nsp] Routing Engine upgrade

Hi Craig,

It is possible if you already have SCBE's to run a RE-S-S2000 in one,
and a RE-S-1800x4 in the other.  Though, I would only do this as a
migration path :D

>From memory you need to have Non Stop Routing and Bridging disabled
when running in this configuration, so there will be a small hit when
you switch the MASTER status between the RE's.
