[j-nsp] migration from cisco VRF+Vrrp to the juniper ACX

Hı James.
We get now acx5048 and problem solved :)
Same config works fine on the ACX5048. So there is hardware/software or
architecture problem on the Acx5096.
jtac is busy with the investigation.
