[Ndr] Hurricane Irma: U.S. Virgin Islands and Puerto Rico

Didn't realize this had hit NANOG.  I can ask them to send to NDR@ if you
want, but since I'm the funemployed one, happy to point. Adjustments and
corrections welcomed.

Also had a call with Bevil today. He will do a readout. We have shipping
and immediate demand in Tortola and Dominica, with the cooperation of Brent
and Craig @ CW.

There is an effort:

    USVI
    BVI
    OECS (Eastern Carib e.g. Dominica, St. Kitts, and others)

Consider worst case for almost all is the best case.

We are starting to see demand by government for public internet access.
>From the news reports and demand, there's a gap in emergency internet
services. Not just $bigcompany opening their wifi access, but in managing
the limited amount expected to come up incrementally. While the landing
stations are intact or being restored, access networks are hurting. Think
broken cable plants, soaked distribution electronics and lack of up and
operationg IP in measurable quantity.  There are a few access deployments
being prepared for shipment. These configurations should help expand wifi
access where IP is available and control capacity to expand it even
greater. Once we get some experience we''ll open it up to more help. Right
now, small and tight = as fast as it will go.

Our main need at the moment is wireless networking gear. If you think you
can help us out there, drop me a line. We're all volunteer, zero dollars.
We may take advantage of online funding to seed shipping costs, but right
for now we're handling it.

We've already received donations. We do plan to acknowledge them at the
right time.
