I Am Not A Lawyer.

But if someone tried to charge me for that, I'd just be calm and 
professional, and tell them that I felt obligated to check the report
out in support of my ... whatever community I felt justified it, and if
they had a preferred approach, I'd be happy to do it that way *if someone
promulgated that information somewhere I could have gotten it*.

IME, they protect that non-emergency number *to the PSAP* pretty closely;
I have it cause I got it as CNID on a callback when I had to read off a
dispatcher for requiring me to provide a physical street address *for the
middle of a major inter-county bridge*.

This is why I question Mel's assertion.
