At least you weren’t broadcasting on an emergency channel from the roof of the Nakatomi Plaza to report terrorists holding hostages inside.  After all, they might have assumed you were trying to order a pizza, and maybe tell you to actually call 9-1-1, then threaten to charge you with an FCC violation.

I have it cause I got it as CNID on a callback when I had to read off a

middle of a major inter-county bridge*.

This is why I question Mel's assertion.

Jay for any of us who get charged are we able to send the police your info
to just confirm we were testing because of the alleged outage? Is that the
best procedure to follow to address these issues?

Seems ridiculous that we’d be charged for confirming if 911 service is
working for our clients.

It's a very pretty call center, attached to the new PCSO building.

So, how, exactly, are semi-civilians supposed to execute these
instructions, Mel?  Real-world.

need to know this important info.

You can’t legally “test call” 911 cold. You have to first schedule the
test with
your local Public Safety Answering Point (PSAP) using their non-emergency
number. You can find the PSAP's non-emergency number in your local phone
book
or on their website. Some PSAPs may have specific times or dates when
they
perform test calls, so you must check their website for more information
handling BEFORE calling the dispatch center. And you must have an
industry need
(e.g., phone system installer, first responder, etc) to even schedule a
test
call. If anyone could make a test call, everyone would be tying up the
lines
doing that.

All widely available, public information. You clearly didn’t do any
research,
such as googling “911 test call”.

Which is why you’re being charged.
