T-mobile lied to you.  Your ISP has nothing to do with the call handling 
other than they pass the IP traffic on up the road to Tmobile.

Wifi Calling just means that the call setup/audio/call teardown messages 
are carried over an IPSEC tunnel from your phone to the cellular 
provider's switch instead of being carried over the air.
