This is true, but only in part.

When you make a non-WiFi cellular call, you are using the radio link
between your phone and the cell site ("tower"), and then the mobile network
operator's own network arrangements between the cell site and the mobile
network operator's core network.

When you use Wi-Fi calling, you bypass the radio link between your phone
and the cell site and the MNO's network arrangements between the cell site
and the MNO's core network. Instead, your phone's radio link is to your
Wi-Fi AP and the phone uses your Internet connection to make an IPsec
tunnel to your mobile network operator's core network which it then uses to
deliver your call to the MNO's core network.

If the problem is that the cell site serving your location is down or
having a problem with its link to the MNO's core network, switching to
Wi-Fi calling will probably work around the problem. On the other hand, if
the problem is that the MNO's core network / authentication servers / etc
are having problems, using Wi-Fi calling is less likely to get your call
through.
