[outages] North Carolina TWC IPSEC VPN Issues

I used the TWC Direct Support and those messages are all private.

I was able to give them a traceroute from one of our CPE sites to our VPN
head-ends that showed the difference in exit points. Maybe that helped them
- who knows.

Just hope it stays fixed! :)
