[outages] Level(3)/TWTelecom

We're primarily in Louisville, KY and Level(3) reports that it was a couple of core links in Louisville, but it appeared to be wider spread than that. They also said it was resolved after about 20 minutes.

I'm not ready to turn my session back up, yet, so can't confirm.
