[outages] 514 / Quebec outage (incoming local numbers and toll free calls)

Looks like it’s limited to Zayo. We CICd a Toll Free number to another
carrier to test and it’s able to receive calls now. No update from
Zayo/Allstream SIP team.

I am able to reach 514 area code numbers via Iristel trunks, and do not
have any customer reports at this time for 514 numbers unable to be reached.
