[outages] 514 / Quebec outage (incoming local numbers and toll free calls)

Hey everyone,

There is currently a major incident at Bell with a transport/wavelength
being impacted. We believe that Allstream/Zayo is impacted by the link
failure and by a side effect, their SIP/Telephony platform is currently
experiencing severe issues. Incoming calls on Allstream DIDs are failing.

We did not get an ETR for the moment.
