[outages] [External] Re: [EXTERNAL] WOW in Alabama

Both Lumen and Equinix have confirmed to us there was a fiber cut and they
have field teams working on resolution (it's probably the same team,
Equinix says "our fiber provider"). As far as WOW services, I wouldn't be
surprised if they have manually changed to different routing. Or it's
unrelated.
