[rbak-nsp] Regarding the Active Subscriber License

Hello!!
We have two SE800 installed and both have 32K Active subscriber license. Currently one Se800 has already more than 27K active connections whereas other SE800 has only 5K Active subs. As I know SE800 can handle 48K users. So i want to know if Redback has some provision to breakdown the license of under loaded SE800 and add to the overloaded SE800?
