Is the client enabled? From the context that your management port is bound into run "show service", you will see output like this:-

         domain-wildcard         disabled
         inter-context routing   enabled
         multiple-contexts       enabled
         upload-coredump         disabled
         vxworks-log-to-screen   enabled

Protocol Services:

         Protocol             Client               Server
         -------------------------------------------------------
         ftp                  Enabled              Not Supported
         tftp                 Disabled             Disabled
         sftp                 Disabled             Disabled
         scp                  Enabled              Enabled
         ssh                  Enabled              Enabled
         rcp                  Disabled             Not Supported
         telnet               Disabled             Disabled

[management]SE400#

To enable the clients do this:-
conf
context foo
service telnet client
service ssh client
end
