[VoiceOps] Call forwarding issue

I know VoIP very well, so I hope I can help you out. The first thing I would
try is to set the forward on the phone without a 9 in front of the
destination number. It would also be nice to know what Model of Cisco is
being used. You could also try running a debug on the 2800 VGW to see if the
call is even getting there.

Let me know if you need any information on which debugs to use.
