[VoiceOps] Best Tier-1 Wholesale SIP Provider - Toll-Free Inbound

Greetings,

I am looking for who everyone considers to be the best Tier-1 provider of
wholesale TF inbound SIP services.  We are currently using Level(3) and
can't get them to generate a valid batch of CDRs for reconciliation if their
life depended on it.  The voice quality is fine as are the call setups, but
the CDR problem is huge for us.  We are doing about 5mm/mo of inbound TF and
have about 20K TF numbers.
